Currently the Rangers can pick either 1st or somewhere between 9th and 15th. We will know after the qualification round is completed on August 10th, when the NHL holds a second draft that will determine draft positions 1 and 9-15.

Currently each of the 8 losing qualifiers has a 12.5% (1 in 8 chance) of being the #1 overall pick, with graduated chances of 9-15 depending on the points percentage. The Rangers are the only eliminated team so far, but in terms of points percentage the following could all get a better chance at 9th pick should they lose their qualifying round:

Montreal Canadiens (series tied 1-1 with Pittsburgh)
Chicago Blackhawks (series tied 1-1 with Edmonton)
Arizona Coyotes (series tied 1-1 with Nashville)
Minnesota Wild (series tied 1-1 with Vancouver)
Winnipeg Jets (trails Flames 1-2)

The Draft will be held October 9-10, will be virtual

The second phase of the NHL Draft Lottery is now set for 6 p.m. on Monday, Aug. 10, with the No. 1 pick still up for grabs.

The Rangers, who were swept by the Hurricanes, and seven other teams who lose in the Stanley Cup qualifiers will each have a 12.5 percent chance of landing the No. 1 pick. It did not go to any of the seven teams that missed the postseason altogether in the first phase of the draft lottery. Canadian winger Alexis Lafreniere is widely expected to go first overall.

The seven teams that do not win the first pick will be placed in picks No. 9-15 in reverse order of their regular-season points percentage. Picks No. 2-8 were already determined during the first phase of the lottery in June.

So the way it looks now is if the Rangers do not get the # 1 ,they pick 11?

The Rangers will pick first, 10th or 11th. If they win the lottery, they pick first. If Winnipeg or Minnesota wins, the Blueshirts will go 10th. If any of the other five entrants — Pittsburgh, the loser of Sunday’s Columbus-Toronto decisive Game 5, Florida, Edmonton, and Nashville — wins it, the Rangers will select 11th. The Rangers will also get the later first-round pick from Carolina or Toronto. That pick is likely to be between 20 and 31. Owning a pair of picks, the Rangers might investigate bundling and moving up.

NHL have moved the draft to October 6th and 7th (less than a month away now), and Free Agency will start October 9th

Rangers don't need FA at this point with their team or farm. Trade of stand pat.
